Booking November
Would it be fair to say booking a departure date of 19th November is a pretty good bet. I have my flights secured but want to book a villa but Im worried about Mr Biden still not letting us in and the consequences of trying to get refunded or be able to move the booking... thoughts please.

Book a refundable one somewhere like VRBO or air bnb where the refunds are quick or one where the balance isn’t due for another few weeks.
