Collecting other people's Rundisney bibs

Has anyone picked up bibs on someone else's behalf before? The site says you need a power of attorney letter to do it but it sounds a bit extreme to need that.

I had a friend pick up my bib last year. It wasn't as extreme as they make it sound.
I gave a letter with the following

To whom it may concern,

I, John Doe, hereby authorise Bob Anyone to collect my runners kit including bib and shirt for the 2017 Bibbidi-Bobbidi-Boo Challenge, Half Marathon + 10K.

Yours faithfully,

Signature

John Doe

I also enclosed a copy of my passport, my medical certificate, my waiver and the voucher that came from RunDisney.

My friend who picked up the bib told me that it went very easily.

I couldn't find any information in advance about how they would be dealing with the first challenge last year hence why I mentioned all of the races individually.

I did this last year. Make sure you have a letter (which includes your first and last name and the runner's first and last name), the voucher, the waiver signed by the runner, your own ID, and a copy of the runner's ID. Without all these they're unlikely to let you do it.
