I find it annoying that airlines don't always enforce the rules on cabin bags , I stick to them and them find my bag getting moved/squashed or someone's rucksack intruding n my legroom .
in answer to the op's question , then just have all your essentials in a small bag ready to pull out if your bag has to go into the hold
