There's a desktop version of WhatsApp? . I thought you could only have it on your phone?

Yeah I’ve also never had this issue. Even when changing phones my chats have just been there upon logging in

 It's a desktop app that runs on the PC but uses the phone to do all the syncs, so the phone has to be on and attached to the network, either 3/4G or Wifi. It's still handy though

In fact, if you want to transfer WhatsApp between two iPhones, you can use email in addition to iCloud. But using email is cumbersome and you need to move one by one. Therefore, I would recommend using the transfer tool for one-click data transfer. Backuptrans is a good assistant.
