Where is their profit margin coming from? Likely from the 20% they aren’t declaring.

Or in multi packs of crisps that someone else is saying, not for resale individually... so you couldn’t file that correctly for VAT as your sales would show individuals sold. So again wouldn’t be on the books.

But unless you know who or what shop etc nothing much can be done.
Of course these things can be recorded correctly.

If DH buys a multipack of crisps for £2, that £2 comes through in his cost of sales. Each packet would then get recorded for sale at 50p each. Small business so not VAT registered.
You don’t have to record profit per item.

Completely, it’s a manufacturers recommendation, not law.
He tries to get most stuff from Makro as it’s separate just in case customers question, but completely allowed yes

seriously our local corner shop sells multipack beans/crisps all sorts, he enjoys the discounts & passes it onto the punters win/win

fwiw when i was a lad you could buy tabs individually in the local shop and from an ice cream van

Yes I remember that too. The van on our estate sold “looseys” and also gave “tick” until each Friday when everyone seemed to get paid.
With the multipack thing they do sometimes say “not to be sold separately” and crisps are smaller packets from multipacks
