As it stands at the moment, yes. I was one of the ones hoping to buy Riviera but this was the reason I didn't. I'm really hoping there's some truth to the current rumours!

Originally people had suggested there may be a 'DVC2', where resales of new resorts could stay at new resorts but instead Riviera resales can only ever stay at Riviera. It has been suggested that this could have a massive impact on direct buyers (as all the resale buyers compete for the same rooms).

When I was in the DVC lounge last week a lady rep came round to every party there talking about the Riviera resort and asking if anyone wanted to book a tour?
First time I have seen that happen
