Obviously we don't know what the tattoo is but if it is associated with a gang that is active in America they may well wonder the purpose of your trip

Also be aware that Disney security will also ask for any offensive or controversial tattoos to be covered up or they may deny entry.

I was also just going to state that although most theme parks dont ban tattoos, anything deemed offensive or that are deemed to break any other park rule will result in being required to cover the tattoo or leave the park. An example I have witnessed is being in a queue and a family in front talking about one of them having to have a very large covering over a tattoo which was of a Disney Character (not suitable to young children).

Immigration are well trained to spot certain tattoos. If you are that worried, you could potentially photo it and contact the US embassy but that may just open Pandora's box.

Just be ready to explain when he got the tattoo, what its meaning is and why he got it.

Do not hide it, they are not stupid and if they suspect you are hiding something (body language will show this, or walking through Orlando airport with a scarf) you will be pulled and hiding it will go against him. You dont need to point it out and say anything, just dont purposely hide it.

The majority of the times you will be fine, unless it is or very similar to certain gangs (anything looking Russian or 13 will be pulled)

Certain Tattoos are seen as active membership in organized criminal societies and amounts to a violation of US law. In recent years international biker gangs have been denied access.

An extreme way around it, but if he no longer likes the tattoo or finds it embarrassing, could he get it covered by a new tattoo? I know a few people who have had this done successfully and it would save any problems at immigration or for park entry

I think you just need to be ready to explain truthfully why you have the tattoo - that's if they ask of course.

Alternatively there are some great tattoo cover up kits these days that are waterproof/sweat proof which might be worth trying before you go. But if it looks obvious don't do it.

If you get to Disney and they ask you to cover it, take tattoo cover make up or take some gauze and tape and cover it - that way as a roll neck top/clothing option would be a nightmare.
