Got the normal Avis Preferred app but can't find American one.
I'm pretty sure you need a US iTunes account, I'm sure that's how I got it a few years ago.

I think you can download on arrival in the states assuming you've got a roaming plan or can get the airport Wi-Fi connected. The UK app doesnt let you see the assigned vehicle.
