FOLP worth using at volcano bay?

We are going in October half term and are staying one night at RPR (1st time staying at a universal hotel)
Previously when we have been in October we found water parks aren’t that busy at that time... but we haven’t been to VB as it wasn’t open when we went. How busy is VB in October? should we spend both FOLP days at universal/IOA and go to VB on a different day with no FOLP? Or is VB likely to be busy in October so we should spend some of our 2 days with FOLP at VB? Thx for your advice

I’m not sure if it has changed but the last I heard is that the express pass (folp) isn’t valid at volcano bay. Originally you could buy a separate one specifically for volcano bay but they soon took it off sale
