I have booked to stay at the Disney Caribbean beach

resort for September 2016, but unfortunately didn't get the free dining offer. Is there a way of getting this offer now, I'm not restricted to dates or resorts ?

No, unfortunately not. You could have got it through the US site earlier this year, but the offer has finished now for all 2016 holidays.
