I would have thought a STOP sign was used at a junction where there MAY be crossing traffic that have the greater right of passage?
Just Like a 'Give Way' sign at home? I may be wrong...

Well, you give way to the LEFT in US, So more of a concept for some than others.
As for the STOP sign, it's the same as UK/IE Give Way. It's because you are approaching a superior road. (IE: From a housing area to a main carriageway. Or a B to an A road?)
