Mall at Millenia and the I-Drive Premium outlets are about a 5-10 minutes drive of the Universal hotels. Should be pretty cheap with Uber.

Lynx bus route 37 runs from the Universal Parking Garage to the Florida Mall, taking about 35 minutes.

We stayed in RPR, Mall at Millenia was $7-8 dollars and the Premium Outlets were about $6 in Uber
Millennia has spendier shops but it's lovely, the Premium Outlets were a bit hit and miss but we did get some good stuff. The Florida Mall is a bit further away, about $14-$16 dollars in an Uber but has a better range of shops, especially for younger people.
