12 Year old - BA seating

DD will be 12 1/2 when we fly in October so i had a look at BA seating policy and it states that under 12s will be sat with an adult from the booking. Over 12s may be seated separately.
I may be being thick here but does under 12 mean 11, does over 12 mean 13, what happens if the child is 12. This probably seems a really stupid thing to post about but i think they could word it a bit better for clarity. Maybe 12 and under or 12 and over.
Whats everyone else's take on this, or experience?

At the end of your first year you're one, at the end of your twelfth year you're twelve. Past your twelfth birthday you're over twelve.
