They are, but they're not discounted Outlet stores like Hilfiger, Polo etc.
We shopped there last week and A+F polo's were mostly $50-60 so a bit cheaper.
They do both have the reduced items sections at the back of the stores, same as in the uk, and some items are reduced by 25-50% so there are some bargains to be found. My daughter found an A+F zip-up hoodie for $27.

Hollister had some reduced t-shirts for $12 (others were $15-20) polo's were $39 shorts $40

The Hilfiger and Polo stores in the Outlet Mall at end of I-Drive had some real bargains - tops for $15, swimshorts for $20 and both were very busy.
There's also a smaller Hilfiger in the Mall by Wonderworks and that had the best bargains, and there's a Hollister store a few doors down from it. My daughter got a Hollister dress for $15 which she was really pleased with, I bought 2 TH rugby tops for $15 each and my son bought 4 TH polo's for $15 each.
The Fossil shop in Outlet Mall had watches for $50 with 2nd one half-price, and if you want Oakley I'd recommend looking in the Outlet Mall store (flip-flops for $20) which were half the price of the ones in the Florida Mall on Sand lake Rd which had hardly any reduced items

We found some Hollister and A&F stuff in shops like Marshalls and T J Maxx. So if you don't mind a rummage it may be worth checking in there too. My daughter got some A&F track bottoms for $8 and the other got a t-shirt for $7 both in the clearance. They also did well in the sale section in the Hollister store buying jeans for $12. No luck in A&F store where we had to pay full price - ho hum!
