just to clarify, ANY gas work should be undertaken by a gas safe engineer.
IF you are removing your existing cooker to clean behind it, you are allowed to disconnect it via the bayonet fitting and re-connect via the bayonet fitting. Please ensure that the fitting is re-seated correctly as this can be stiff to twist and turn.
IF you are swapping one gas cooker (say an old one) for a new one, this should be undertaken by a gas safe engineer as he will have checks to undertake on the cookers safety devices.He should then issue a gas safety certificate. A cooker chain or stability device should also be fitted.
Whilst some hobs may be able to be piped up with a flexible hose most hobs need to be hard piped up (copper pipe - not plastic and not with push fit fittings). It pre-dominantly depends on the siting of the hob (if there is an oven underneath it should be hard piped). This should also be undertaken by a gas safe engineer and a gas certificate issued.
Lastly, if you want your gas cooker disconnecting because you want an electric cooker fitting, ask a gas safe engineer to remove the flexible gas cooker hose and to fit a 1/2" Malleable Iron or brass plug in its place. This will keep the gas pipe live for future gas cookers if you change your mind and don't like the electric one. He will also issue a gas certificate detailing what work he has undertaken.

We got a range cooker last year. Last cooker I wasn't happy when we had to pay for a gas engineer to come out, remove the bayonet fitting and come back in the afternoon just to stick it back in! This time engineer came with the cooker, put on a non bayonet fitting with a long hose; fitted a new chain; pressure tested the cooker and meter before giving us a safety certificate.
