I know you say you're not staying on site, but it may be cheaper to stay one night as it would give you 2 days unlimited front of line passes free.

I have copied and pasted the below from a post by loves2plan. [ a big thank you to them, saved a lot of writing ] It is worth reading as it may save you money.

Price up the Express pass (you can do it on their website) and also 1 night in a Universal Hotel (has to be one of Royal Pacific, Hard Rock or Portofino Bay) as 1 night gets all of you unlimited Express passes for 2 days (check-in and check-out day) and early entry. You don't even have to stay in the hotel if you don't want to, although it is nice to. 1 night in a hotel works out much cheaper than buying passes. A lot of us will book a night in one even though we've got another hotel/villa booked for the whole holiday.

Quick example based on the time you're going. I've chosen the 29th and 30th March just for example prices. The prices EXCLUDE park tickets which you also need to buy:

These are the prices for Express passes that can be used on both days in both parks, so maximum flexibility:
Single use Express passes for both parks = $724.16 / £557
Unlimited use express pass for 2 days covering both parks = $851.92 / £655

Or, if you decided to just buy a single day pass for each park (so 1 day at US and 1 day at IOA) these are the prices:
Single use Express passes = $532.44 / £409
Unlimited use express passes = $681.52 / £524

1 night (29th March) at Royal Pacific Hotel (1 room that sleeps 4) with Netflights = £276

For that £276 you will get 2 days worth of unlimited Express passes for both parks forall 4 of you plus early entry both days, plus a night in a lovely hotel which saves travelling back and forth and means you can maximise your time at Universal _

We stayed on site late last month and at many times the fast pass queues were 30 minutes on the popular rides. We ended up going on the single rider queues many times as these were often quicker. We hadn't expected late August to be as busy as it was.

We went in early and went back to the pool early afternoon when it got very busy. We then went back in around 4 and that's when we found the fast pass came in handy. Water rides in particular we were walking straight onto when the general queue was 20-30 minutes.

If I go again I would stay at the hotel to get the fast pass. If that's not at option I would not buy them but would use the single rider queues.
