Who is the greatest UK politician never to be PM?

Shamelessly pinched idea and if it breaks any rules please remove but would like to hear your views.

An interesting choice. Our future may have been very different given his anti American sentiments. "I see growing on the horizon the greater peril than Germany or Japan ever were... our terrible enemy, America", - Enoch Powell, Feb 1943.

Either Enoch Powell or John Smith. A left-field choice would have been Gerry Fitt who was a thoroughly principled man and a fantastic MP for his constituents, regardless of their creed or politics.

John Redwood. Great Guy.

Also Geoffrey Howe. I met him once in a toilet at a Hotel - washing our hands I hasten to add.

We had a good old natter.
