Why the offer does not apply to DVC resorts after the 16th of September you mean? It might be simply because it's high season for DVC.

If so, that’s new. We got SSR in early Nov 2014 and it was available straight away. A year or so later, though, they offered it but you had to pre-register.

I wonder if they got stung this year with the number of people who they had to upgrade?

So far Kenwood is looking good, and cheaper than Thomas Cook, Still nothing on Virgin showing for what I want

i checked kenwood for SSR and it's available but looks like there's no room discount applied like there has been in previous years. just shy of £6000 for a studio for 2a 2c. for 2017 we paid £3930 that's a hell of a jump!
