I must say my daughter absolutely loved making her own birthday cake a couple of months ago. It was her 17th so not as special as 18th but she loved doing it and loved the result!

My dd just made this for her boyfriends 21st, she’s no baker but was really easy and looked amazing, he liked it even more because she actually made it

You could always buy one of the just white iced cakes and then decorate yourself.
You can buy lots of great personalised decorations online. For my sons birthday last year I made a Krispy Kreme donut cake, just picked a mixed selection so everyone had a choice , it went down a storm and cost a lot less than a cake |

Ask for recommendations on FB - I know we have a few local bakers and friends here who do fabulous cakes. If you're near Essex a friend down there makes fabulous ones (Little Miss Fondant on fb).

I think it would be great to give the money to a local baker in this climate, they’ll advertise their hygiene rating. If you find one just say what your budget is and how many people you’d like to feed and I’m sure they’d work with it. The ones with all the chocolate on are usually quite well priced as aren’t as time consuming as one with intricate detail.

I make them myself if it's not a special birthday - gravity cakes are my speciality, they always look really impressive but are surprisingly easy to make.
Anything special I use a local independent cake makers.
