First, it is ok to valet park at the Boardwalk and go and visit Epcot. However, you have to pay for valet parking - it isn't free.
Second, the free parking is for offsite people who wish to eat at, or visit, the Boardwalk and not for those wishing to visit Epcot. The CMs are happy to let people park there if they have an ADR for the Boardwalk area.

Also funny how Disney will "allow" you to valet park isn't it. This kind of breaks their own rule of preserving the hallowed spaces...
