is FOP a tiered fast pass?

Like everyone else I want a fast pass for FOP, but no luck so far. If I book a fast pass for Navvi River ride, will that stop me from getting a FOP pass, should one come up?

Yes you can only have one of the Avatar Rides in your selection of fastpasses

Yes...even if one was available it would not show for you. If you book Navi..to see if any available just edit the Navi FP as it will show you FOP then if available.

Just to clarify to avoid confusion: That's per day, not for your entire stay.
