I was driving at 15 too. Although not in the UK. No idea what the rules are here come to think of it.

Commented more to show it's a flexible term for "not meeting age" than specifically young (i.e. under 12s) people.

My thoughts are..Lateral Flow supervised 3 days before ,vaccinations Grace period for under 18s then under 16s come January. Just my thoughts though.
