Mobile Uber on Universal Property and Mall wi fi

I think we are doing without a car next summer as for as much as we use it I think we will use the Minnie cars on property and Uber for our shopping mall day. Two Uber questions. Are they allowed to pick up and drop off at Universal's Portofino Bay hotel and is there free wi fi in the shopping malls? Oh. Are they allowed to pick up at Disney hotels too please?

We used them from Art of animation, animal kingdom lodge kingdom lodge and the grand Floridian.
I think I read something that said they were allowed to pick up anywhere in Orlando. We didn't use them at universal but I've read trip reports of people who have.
As far as wifi at the malls I turned on my roaming for the 2 days we were using them offsite, Walmart and outlets which was £5 per day with BT.

yes they are allowed to pick up and drop off at both Universal and Disney onsite accommodation, as well as at the park entrances (just like taxis). There is free wifi at the shopping malls, but just in case of any wifi issues I used a 3 payg sim in my phone in Orlando, with their "feel at home" plan you get some data included for a very low price (£10 for 30 days). That along with the free wifi available everywhere else worked well for me using Uber in Orlando.

Also look into Lyft. Same concept as Uber only I'm finding them slightly cheaper. There's currently an offer on where you buy a discount pass for $4.99 which gives you $5 off your next 10 rides (over 30 days). Only on the regular 4 person cabs though, not the bigger Lyft Plus (6 person).
Picking up and dropping at Royal Pacific, no problem.
