We will be at Universal for 3 nights in late October. Do the parks close early to general ticket holders like MK does for MNSSHP?

Universal will close dead on the dot of 5pm and they are very good at clearing the park. If you have a ticket for HHN, you can opt to stay in the parks and stop in one of the holding areas (often called Pens, you will need you HHN ticket scanned to enter).

IoA stays open until about 7pm / 8pm.

In addition, if you take the Hogwarts express over from IoA to Universal after 4.30pm, you can stay just in Diagon Alley until about 6.30pm and then leave the park back via Hogwarts Express. They stop people entering the main part of the park unless you have a HHN ticket to be scanned.
