No, you can't 'pool' luggage, each bag can be no heavier than 23kg

You might get away with it... We where told by one of the BA check-in agents at MCO that they do have some lee way.
Personnelly I would wing it and put the lighter bag on first, you never know and if they want to charge you for the extra 2kg, just put it in the other bag.. I'm sure you won't be the first or last in this situation. The maximum bag limit is actually 32kg. You could just shuffle some stuff out of the 25kg bag in to the other to even them out before going to the airport if you are worried.

I know with Virgin they ask for heaviest bag first ... Not sure if they then allow for one heavy one light as they ask how any bags you have In party...

Yes BA ask for heaviest bag first too. Just swap stuff around to even it out. Should be fine doing that.

In July BA asked for our heaviest bag first. It was 25Kg and we had to move some things around. She did let us rearrange at the desk so we didn't have to queue again.

We flew home with BA last month and one of the cases was 26kg. Our other case was only 20kg. Both cases went through but we were 'sternly reminded' of the baggage allowance.

Don't forget that with BA you also have a very generous hand luggage allowance, as long as you can lift it into the overhead locker, unaided it can weigh up to 23kg per person, as long as you don't exceed the size restrictions
