Never used Budget but from the link that I posted above it would suggest that they operate the same as Avis.

Hi Mick
With Avis the charge is $3.95 per RENTAL day, so if you activate it will be for the length of rental not the days you used the tolls. so $19.95 is the normal charge for Avis, considering our longer rental periods than locals. with Alamo the charge is $3.95 per USAGE day, so you are just charged the admin fee on the days you use the toll up to a max of $19.95, not the days that the car is rented. I think I got it badly wrong didn't I? We only used Sunpass to take our daughter back to MCO and the return trip. Having checked our CC statement it certainly aligns more with being charged for days after that when we didn't use it. So should I have been charged the monthly $19.75 fee? I'll have to put it down to experience. I had a 90% favouritism towards Alamo before this so now moved to 100%. Avis scheme makes the Dollar offer look attractive. Sincere apologies to Orlando 2004 for what appears to be duff information from me. Mick

To be honest I've probably got a very jaundiced, and totally unfair, opinion of Avis because know dozens of Dibbers swear by them.
It all started because we got a BA/Avis fly-drive travelling WT+ and a full size car for 4 weeks for around £2,400. The VS PE price at the same time was around £3,400 without the car. So being an exiled Yorkshire couple that certainly attracted us. So we arrive a bit early and got through immigration and customs in about 15 minutes only to find the monorail station covered in blue lights and alarms. People running towards us from the main concourse did nothing to settle our nerves. Rumours abounded about a live shooter and peopled being trampled underfoot. Transpired it was an exploding camera battery in the main terminal. So after being held in the station for over an hour we had to walk alongside the track with our luggage. We are both 70+ so our patience was well tested when we got to the Avis garage. I hope the Avis guy in the garage got his money back from the charm school. We were allocated a reasonable Mazda 6 but not knowing how the swap line worked I turned back towards the kiosk to find about 40 people in the queue. I guess that they had all been released from all four monorail stations and the concourse at the same time. So I quickly gave up on a swap as by now I was a bit miserable. Sorry all you Avis fans but for us it's pick my own Alamo in future. Mick

I think Mick is right.
I did the same about 6 years ago. My card was charged approximately £2.50 by the car hire company and that was it. Easy peasy x |

I really can't add any more as I've only used Avis once in over 30 visits.
There was a thread about 6 months ago which reached about a dozen pages about Avis but it was mainly to do with whether the inbuilt transponders worked in Florida or whether they were redundant because all Florida Sunpasses are toll by plate. Mick
