What are her flight details? BA 209 is operating as normal and has been doing so for a while now and the BA1528 (operated by AA 39) has never been cancelled during the whole of lockdown. The airlines won't "cancel on the day". If it is one of these flights then you will be offered the voucher or it may be a claim on her travel insurance. Try giving BA (or your travel agent if booked through one) a ring and ask them if they can offer a refund but be prepared for a refusal. Always worth a try though.

Your family member will need to take a voucher is the flight is going. The expiry will be 2022 so hopefully they will easily be able to use it.
