Manatees congregate in numbers around the springs during the winter to take advantage of the warmer and constant water temperature there which they need to survive. You can see manatees elsewhere from April to October but not in such large groups and you will need to do some research into where might be best.

The manatee observation platform on Merritt Island is also a good spot, combined with e.g the wildlife drive or a trip to Kennedy or Playalinda Beach.
