You were right to say no, I wouldn’t do it without asking dh and nor would he. Families make you feel guilty but I just blame dh and say he won’t let me. I don’t even ask him half the time.

100% agree with the others, you have done the right thing.
You must look after your own family first, and as hard as it is to face, your brother is an adult. He has made his life choices and has to live with them, as tough as it is on you, that’s the direction of his life.

You have done the right thing, and you know you have, but it is hard to say no to family. Is it worth speaking to your parents to make sure they aren't going to be his guarantor either?

Friend agreed to be guarantor for her daughter, huge mistake as her daughter knew once she defaulted her mother would make the payments to avoid any credit difficulties plus a debt to pay. Didn't take long for daughter to default, caused a huge problem with their relationship. Irrespective of how close one believes they are to their family acting as guarantor for a loan oft leads to a great deal of upset and an expensive loan to be paid off by the guarantor.

Definitely the right thing to say, if he stuggles now then a loan isn’t going to make thing better unless he gets the rest of his life in order - it would be different if he’d asked you to sit down and make a plan with home, but to essentially ask you to help him fund whatever thing his bad habits have deprived him of is another.

Be there if he asks for mental support but don’t lend him money! He will either hate you for it or eventually thank you for it.

What a dreadful situation for you but you are absolutely right to say no. By the sounds of it there is a great possibility, maybe even probability that you would end up liable.
We are in a very similar situation with my sister in law, she is awful with money, has lost 3 homes due to not paying rent. She inherited quite a large amount of money when her brother died and has blown it in about 9 months, with literally nothing to show for it. I fully expect her to contact us any day saying she is struggling to meet her rent. She doesn;t work and apart from 6 months in 30 plus years has never worked.

Can understand how awful you feel but sometimes you need to be ‘cruel to be kind’ and definitely need to stay strong and you are helping him more by not standing guarantor. It might be the lesson he needs to make him sit up and stand on his feet.
