Sure it’s something to do with the boiler but I’m not sure what.
This was only the case when hot water was fed from a storage tank (often in the loft). And is also the case for many cold water taps in houses. Water tanks are filled with all sorts of yuk. Just take a look in and the bottom few inches will be all brown stuff.
Mains fed taps - hot or cold will be fine.
When we had our last house we had our cold taps all plumbed to mains for this very reason.
Now we have a combiner's boiler so all is mains.

I don’t use water I only use mouth wash, I swill my mouth first with my interdental brush dipped in some then I use that with toothpaste on it, then I use a air flosser with mouth wash in it I then dip the head of the toothbrush in the mouth wash and clean my teeth and gums for 3 minutes that’s the night time routine in the morning it’s just the 3 minutes clean with the toothbrush

I have always believed that water from the hot water tap was insanitary. So definitely agree with your husband, cold tap.
