The characters are in the normal character spots i.e. Town square theatre . Non wander round. Most are fastpass these days anyway . The queues start for the party characters way before they come out dwarfs around 5:30 and they don't come out until 7pm! )

I'm deciding between the 26th & 28th.. 28th is day before My Birthday.. We fly to NY on the 30th..

I'm kind of thinking 26th, but have a feeling the 28th may be quieter, but by much?

As the 26th is weekend after Thanksgiving.

Do we get to find out when the tickets will go on sale & prices before they do actually go on sale?

Yes, they are released well in advance and the price. Think we got ours booked in June last time.

Just a heads up I have seen that there is now no party on 8th Nov. The first one will be on 9th Nov and there will also be one on 10th Nov. All other dates are the same.
