Yes, buses run from all the resorts to Disney Springs.

Yes, there have always been buses between the resorts and Disney Springs - they want you there spending your money! So, you'd catch a bus to DS then change for the bust to TL. For Blizzard Beach, you catch the bus to AK, then change for the BB shuttle.

Great thanks The kids love the waterparks and all your helpful info is great...I think it is nervewracking as a first timer and the fact that I have changed resort has made me have to rethink everything

Changing from POR to CBR really shouldn't affect your plans that much. The boat to DS is lovely, but not particularly fast, but we found the buses from CBR to DS much quicker so actually prefer them now
