Roads trains and boats game

DW bought me this game for Christmas (I think!) But there was a question about a specific move. I think the game goes by other names but the principle is the same

So if you look at the photo below is the placement of th3 red and blue circular sections valid ? The official game instructions aren't detailed enough (or it is not valid)

Any comments game players ?

I haven't played it for years, but if one of my kids played this tile - I would've contested it.

That may say more about me than the rules 😉
