hi, am i right by saying orlando premium outlets is also known as chelsea premium outlets

I believe chelsea is a chain & premium is part of it - check their website premiumoutlets/outlets/outlet.asp?id=17

I believe that is what they are known as across the states as a company name, but I have never heard them quoted as that anywhere else, they are just known as premium outlets

Yes that's what they are called, I signed up to be a member and get regular newsletters. This was the title of the last one:-

i thought so,i also signed up for newsletters and the free vip card before we went last sept.when we went to customer sevices in orlando premium outlets we spoke to a very rude women who said that we were in the wrong place and they now charge for the discount booklet(think you get it free with vip card)she would'nt even let me look at it to see if certain shops were in them.its all coming back to me now,they even wanted an extra 70 cents for the refill in the foodmall.they never charged for these things before
