Rumors has it that Hagrid will not be an express pass ride, but rather a virtual queue ride (like jimmy fallon for example)

However, if it receives express passes, and not virtual queue, it will also have standby

so let me just give some insight as to how it could be

We have Attraction Pass (Disability service, compares to Disney's DAS)
so we received a return time everytime we wanted to ride it last month

We then entered through the exit, and joined the regular queue at one point, a point we assume would be the joining point of a possible express queue.

From that point on, wait time was typically between 20 and 30 minutes.

So my best guesstimate is that, even with express, you could see wait times around 20 minutes


that's just a guesstimate, and there may not be any express pass lane at Hagrids, so whatever happens with virtual queue is unknown, even though you can probably make a wild guess, that, even with virtual queue (or express) the wait time should be around 20/30 minutes
after all if you consider volcano bay and its virtual line system, you can still see that kind of wait time for popular ride once you are cleared to enter the actual queue.
