If it's too short the draw will also be insufficient to burn the wood hot enough, thus causing more smoke. And he might be burning green wood, that smokes terribly.

I think the people are burning wood pallets, I know another house locally had a chimney built and there is never any smell from their stove. The one that does smell is fed through their cavity and the pip above their roof. I suspect it might be the type of wood they burn, at times it has been very strong to the point that people had to close their windows. It's a shame because I think they do look lovely inside the home but this smell isn't nice at all.

One of our neighbours is like this, they have it coming out the roof of their single story rear extension. I also didn't realise they had to come out about the house roof. What if it was a bungalow though? Just curious.

This page gives the buildings regs specs of the heights it needs to be.

It seems like it needs to be 2300mm above the horizontal surface of a flat roof. I guess it needs to carry away all the CO emissions without any chance of ingress.
