Just a rumour WDW Info are saying. I've seen a lot of ariel views from bioconstruct on Twitter and it looks a long way away from being ready.

Well, there's still at least a year to go before it'll open. I wouldn't expect it to look anywhere near ready at the moment.

As I mentioned on another thread, I'm guessing the rumour about it opening after 16th December 2019 comes from the fact that the last date you can select for tickets on Disney's revamped website is 16th December 2019. The thing is, I think they've forgotten that this is the start date - the tickets can last up to 14 days after that date. Plus anyone can add the flexible option to the ticket meaning that the start date can be any time between now and 31st December 2019 - so those tickets can last until 14th January 2020. Thus, Disney is actually currently selling tickets that cover up to the middle of January 2020 - which isn't "late Fall 2019".
