I used my card last week at Disney Oxford Street and asked if it was permanent and the assistant didn't know.

I don't I'm afraid, the DVC discount doesn't so I'd assume not, but don't know for sure.

Saying that though, these discounts often seem to vary depending on store & staff knowledge / understanding IME.
