Can definitely bring iPads on hand luggage - I think the main restriction is to make sure you can turn it on (i.e. they are charged!) if you are asked to do so at security. But in multiple flights I've never ever been asked to do so.

In terms of airplane charging, just a note that many airplane chargers only provide sufficient power to keep your device going (in some cases not even sufficient for this), and won't be that good at actually charging the device. A portable battery pack will be much easier to use and be better at this...

I’m a very frequent flyer and I’ve only been asked a couple of times to prove my device worked and they were only interested in my laptop (and both times it was in Kuwait).

We travel everywhere with iPads... it’s the best distraction tool we have for our daughter lol... we’ve only ever been asked to take it out of our hand luggage for screening , never to prove it turns on or off. Certainly wouldnt put it in hold luggage.
Thomas cook do have charge ports on larger planes but think it’s only enough to keep it ticking over not give it a full charge. IFE is fine but we upgrade that cos the free one is quite limited, but that is us in the cheap seats in premium I don’t know if it’s included or not in package upgrade price.

We also pack our charging cables in our hand luggage. No point in having one and not the other!

Not sure about charging points but you can buy portable chargers quite cheaply off amazon these days that will charge all your usb devices that will provide more than enough charge for a flight. I've found them really useful travelling with the kids.
