Mobile Help me understand about zero excess

I have been pricing various cars through various suppliers, making sure about zero excess and had made a decision to book through Holiday Autos.
When I select the car it says that "CDW and Vehicle Theft coverage with Zero Excess" is included in the price, and yet they then offer Damage Refund Insurance - re: deposit on credit card which I am liable to pay if car is damaged, stolen, or keys are lost - to reduce my liability to £0 and receive a full refund for any excess paid.

What am I not understanding here? Do I need this additional insurance or not?

Wouldn't go as far to say its a con..

In the event of damage, theft, accident, you'll have nothing to pay as the excess is zero.

In the event of a puncture, lost car key / locked in car key, towing costs, you're potentially liable for the charges and the extra insurance you mentioned is to cover that.

It wouldn't affect the hold amount (if any) that the rental company puts against your card.

If you do consider getting it, then I would buy it through a 3rd party company and not directly from the car rental company in Florida.

Personally, I never bother with it.
