I suspect because it's the parent paying CMS and then CMS paying the other parent rather than direct payment it'll be acceptable ... and something sadly CMS are quite familiar with.
I'd be talking to both CMS and then a lawyer before doing anything though.

As mentioned earlier no indirect contact means exactly that. She should make arrangements through her solicitor or the child support agency for payments

Get legal advice, he is under a restraining order for a reason, what ever that may be, & should be paying for his children regardless which entails no contact anyway

Seek legal advice and ensure that custody or financial enquires are dealt with by solicitors and not family members. In the same vain if you are contacted by her, refer her back to a solicitor, preferably in writing
