Just returned from Whinfell yesterday. It was very quiet-staff thought about 30-40%. In our cul de sac of 20 lodges we were the only lodge occupied. When we arrived we got a txt saying we could book a 3rd swimming session. Even the Pancake house was quiet!. We had a great time and felt very safe.

We went to Whinfell in September. You have to book everything. Swimming you are only allowed 2 or 3 2 hour slots during your stay. Even if you want to just go for a drink in the sports plaza you have to book sessions - though in September it was quite quiet and they did allow walk ups if they had space.
The spa was “open” but the steam rooms etc not working.
The one thing I didn’t know the shops are all closed - the sports shop in the sports plaza, spirit and Time for Shade in the Butterfly centre(been going since it was actually Oasis and it will always be the butterfly centre to us) - these are all closed. Asked someone in Hucks and basically they said they were owned by a third party who couldn’t afford to keep them open. Apparently CP are trying to get something to replace them.
We were due to go back last weekend (2 quick breaks were booked following cancellation of July CP break and September Florida) but we rebooked first February hoping that things might be opened up a little more by then but it’s looking unlikely.
