Are dog shock collars legal?

Are you certain it's a collar? Can you/have you seen it used? Our handset is quite small iirc (haven't seen it for a few years). Is there any chance that they are doing anything else horrible to the dog? Shooting it with a BB gun? Throwing things at it?

If you're not 100% certain of the shock collar, you could be concerned enough to report that you think the dog is being shot at...

I have never thought it was anything else to be honest. We have heard swearing and beatings in the past before they got the alleged shock collar.
When the owner was screaming and shouting at me in the street I asked him about the screaming and told him that the dog sounds in distress and a lot of pain.
His reply was
‘Yes, its a shock collar and its your beep beep fault that I use the shock collar’
I wont repeat the rest or the foul language he used.

He has been warned (Environmental health) to stop the barking as it is constantly throughout the day & night. So he feels his only option is to continue to shock the dog.
The dog has really not adjusted to outdoor life. Its a built up residential avenue, kept in a small area.
So I took his word that he is using a shock collar.

I am very upset by this thread. I hope that this poor animal is helped. No way could i put up with this. If the authorities would not help me i wouldnt be surprised if this poor creature somehow ‘escaped’ and found its way to a rescue centre many miles away in the hope that it hasnt been chipped/registered and cannot be returned to theae scum.

If it was me I’d definitely report him and keep a record every time I heard the dog being abused. Why on earth does he have a dog in the first place?! Doesn’t sound as though he even likes the poor mite

Absolutely this! The OP said this has already been going on for 12 months! I too am very upset by this distressing thread.
