They are indeed. Can you prove he did any of it though? Guessing not.

If someone put broken bottles along a boundary in your communal area beside your car would you have something to say ? Would you perhaps move it incase someone assumed it was you ? I sure as heck would move it and I would be angry at it not just baffled ! such a dangerous thing to do.

Why would he leave it for weeks beside his own car of it wasn’t him 😏
