I'm not sure, but I think that other than the character one, you can only use the buffet in your own hotel.

But then saying that, now that breakfast isn't included in the room rate anymore, I'm not sure that's relevant, you'd think as a paying customer you could eat at any...

Do you have any dining plan? Free or paid for? That will make a difference to what is included. Oh, and where are you staying?
