You won’t be able to add it if it’s not released for your hotel or room allocation.

Disney are refunding deposits so there is the option of getting your money back in full and rebooking when free dining is announced.

Anyone who has been told by Disney that it’ll be a £50 amendment fee to switch should get that in writing. Also some TAs may agree to move bookings but again I would get it in writing.
This is from first hand experience as we added free dining this year. We had to pay the amendment fee and as I said we switched resorts because there were no free dining rooms available at CBR.

So it’s not simply a case of adding the free dining. For example we booked a preferred room at CBR. When free dining was released there was no availability at all at CBR for our dates (even though it was available through third party agents). We had to switch resorts to get free dining. When CBR became available at a later date we switched to CBR. The base price was different to our original booking and we paid an amendment fee.
So you booked accommodation with free dining and then moved to another accommodation when there availability released. We also did this and moved dates that's fine.
What you can't do is book a non free dining room then add free dining later.

I stand by what I say. You can’t guarantee that happening as Disney’s T&Cs specifically say you can’t do it. By their terms you should lose the deposit for the original booking.

I’m not saying you weren’t able to switch just that people shouldn’t count on it.

Historically, no you can not add free dining to an existing booking. You would have to cancel and forfeit your deposit. USA customers CAN add deals onto existing bookings (DFB guides says this a lot) but previously, UK customers can not do this.

No we booked Without free dining, then the day free dining was released we phoned and changed the booking to a different resort with free dining. We had a room at CBR with No free dining but no rooms were available at CBR when free dining was released so we moved to Port Orleans adding free dining. Paid £50 amendment fee. Then when a room became available at CBR with free dining we phoned and moved back to CBR with free dining. As we changed the dates it was more expensive so No amendment fee. It is possible!

Even in the US, where offers can be applied to existing bookings it's a very controversial topic.

As others have mentioned only certain batches of rooms become available for free dining. If they already have a good amount of full-price bookings without offers there is no reason for them to release an offer to incentivise bookings for a certain resort or room type. So by booking the room you want without an offer you would be lowering the odds that an offer will become available for that room type on your dates. Unless you absolutely must have that particular room type and resort, and are willing to pay full price for it then there's no benefit to booking before the offer is released.
