Try resetting your Wi-Fi settings as follows
Select SETTINGS. Tap GENERAL. Select TRANSFER OR RESET IPHONE Select RESET And finally, RESET NETWORK SETTINGS And then follow the prompts The only thing is this will reset all settings so you’ll need to reconnect to your home Wi-Fi after you’ve done the above |

How much data do you have? I’d just turn it off if I have enough.

Which network provider are you with ? I knowwe are talking about WiFi here but companies install network security software (for example Vodafone call theirs secure net)
Do you have any vpn installed ? How much storage space do you have left on you phone ?

Usually when you connect to these public wifi services a webpage should pop up asking you either to log in or to accept the terms and conditions of use. I think the problem here might be that you've not had that webpage pop up or you haven't logged in or accepted the Ts&cs.
In which case, you need to go on the wifi page on settings, select the relevant wifi channel for Starbucks (or whatever), toggle off the Auto-Join option, then select Forget Network. Then go back to the main wifi setting page, select to connect to the Starbucks wifi channel, and then log in to that wifi channel when the webpage to do that pops up. Otherwise, does this page help: appletoolbox/iphone-cant...d-network-fix/
