I do. I've had rebuffs such as "We sell tea here" but I don't care. Rather cover myself than face a $10,000 fine.

Do you declare them on the form they give you on the plane

Yes just tick food, then they'll ask what food and they'll either wave you through or send you through a second scanner (we usually have more than just tea and its 50/50 whether we get sent to the second scanner) which takes just a couple of extra minutes.

The tea in the foodcourt is by the tills you just ask them for one, never understood why they don't just leave them out by the hot water.

It's all clear here. Perfectly admissible but you must declare or risk a $10,000 fine.

They have tea-bags in the food court, so you could just pick a handful from there every so often (we had a varied selection of Twinings at CBR last year)
