iPhone and iPad - data question

My 77 yo DH is currently almost a full time career for his 84 yo sister. There is no internet in her house and it is not worth having it "put in". DH has an iPad and is missing it very much.

I have an iPhone 6 and can get a monthly contract of 3gb but I have no way of being able to tell how much that is in practice. He doesn't watch videos but likes to keep up with sports news, and his Fitbit.

I was wondering whether I can get a contract on my phone and then connect the phone to an iPad as DH wouldn't be willing to cope with such a small screen as on my phone?

I am fishing around in the dark here hoping for answers!

I know with three you can get personal hotspot, you turn it on, then connect the iPad to the phone and use that, but the phone and iPad would have to be near each other, the only other way would be to get a new iPad with its own SIM card in
