Regarding parking, you can't redeem your AP until you're there, so no matter if you buy first, or upgrade, you'll still pay for parking on your first visit (and until you upgrade)
if your staying onsite at a universal hotel, you'll pay for parking at the hotel AP or not AP
If you visit after 6 (I think), then parking is free. We plan to upgrade one evening near the beginning of our stay.

You can’t do this anymore unfortunately. If you have a three park explorer you have to upgrade to a three park AP.

You can upgrade to a 2 park, but you can't have used VB before you upgrade

The official Universal policy is you can't! Some people have managed to recently but its getting fewer and fewer. Universal changed its policy last summer and even if you haven't used VB you can't upgrade to a 2 park it has to be 3 park to 3 park. If you find a cast member that lets you its a bonus but its not the current policy.

I've emailed Universal about this and have a reply from them as follows: "Yes, you may apply your existing order [which is a 14d 3 park ticket] toward a 2-Park Annual Pass or a 3-Park Annual Pass as we offer both option".

If I were to do it again, I would buy before I go.
Last year when we did it we spent ages in the queue at guest relations then the staff member made a right mess of it resulting in two managers trying to sort it. In the end, it took an hour but we didn't get charged upgrade fees, were given vouchers for ice creams and some express passes to use.

Interesting as this definitely is not what CMs are telling people and its not just me! The CM I spoke to in September said this was the old policy but on the new one it needs to be like for like as I said I thought you could.
